From the Publisher
This text provides a single-author exploration of justice administration that encompasses all three components of the criminal justice system -- police, courts, and corrections -- as well as other contemporary administrative matters.

From the Inside Flap
PREFACE

This third edition of Justice Administration: Police, Courts, and Corrections Management continues to be the sole book of its kind: a single author's examination of all facets of the criminal justice system as well as several related matters of interest to prospective and actual administrators. This edition represents a general updating of materials, with a new chapter concerning special administrative challenges: personnel discipline, liability, and labor relations. Several real-world vignettes have been included as well, taken from such sources as Law Enforcement News and courts- and corrections-related newsletters. In addition, new chapter sections have been incorporated on sexual harassment, ethics and values, workload allocation and deployment, and truth in sentencing. New community policing case studies are included as well. Several chapter sections have been expanded, including those on communication, stress, technology, community oriented policing and problem solving, and alternative dispute resolution. A new appendix lists related Web sites.

The author brings both a scholarly and practical administrative background to this effort. As a result, the chapters contain a "real-world" flavor not found in most administration textbooks.

The purpose and organization of this book are discussed in Chapter would like to add some prefatory comments as well, however. First, it is still my belief that while the criminal justice system is currently much maligned in many quarters in our society and may well continue to be criticized for many years in the new millennium, it is still the best system in the world. During my 30 years in "the business" as a police and corrections practitioner and administrator, planner, and educator, I have met hundreds of dedicated practitioners, both administrative and rank and file. I can say unequivocally that this discipline continues to be a special calling, containing countless dedicated people of exceedingly high ability and moral character.

Criminal justice is a people business. This book reflects that fact as it looks at human foibles and some of the problems of personnel and policy in justice administration. Thanks to many innovators in the field, however, a number of exciting innovations and positive activities are occurring. The general goal of the book is to inform the reader of the primary people, practices, and terms that are utilized in justice administration.

There may well be activities, policies, actions, and my own views with which the reader will disagree. This is not at all bad, because in the management of people and agencies there are no absolutes, only ideas and attempts to make the system better. The case studies appearing at the end of each major part of the book are intended to allow the reader to experience some of the kinds of problems confronted daily by justice administrators. With a fundamental knowledge of the system, and a reading of the chapters in the respective book part, readers should be able to arrive at several feasible solutions to each problem that is presented.

From its beginning through the final chapter, the text provides the reader with a comprehensive and penetrating view of what is certainly one of the most difficult and challenging positions that one can occupy in America: administrator of a criminal justice agency.

I kindly solicit your input concerning any facet of this textbook. Feel free to contact me if you have ideas for improving it. Acknowledgments

This edition, like its two predecessors, is the result of the professional assistance of several people. First, I continue to benefit from the guidance of the staff at Prentice Hall. This effort again involved Nell Marquardt, former acquisitions editor, and Kim Davies and Marian Gottlieb, my new editors. I was again (for the sixth occasion) quite fortunate in being able to work with my friend and production editor, Linda Pawelchak. Copy editing was masterfully accomplished by Nancy Menges.

The author also wishes to acknowledge the invaluable assistance of John O. Ballard, Rochester Institute of Technology, and Michael T Hanna, Missouri Western State College, whose reviews resulted in many beneficial changes in this third edition.

Furthermore, case study materials were contributed by the following administrators and practitioners, all of whom I am proud to consider friends and thorough professionals (their titles and affiliations are listed in the text, following their respective case study): Ron Angelone, Linda Dits, Ron Glensor, Ted Heim, Richard Kirkland, Matt Leone, Catherine Lowe, Dennis Metrick, Burt Scott, and Glen Whorton.

From the Back Cover

Included again are chapters on personnel and financial administration, the rights of criminal justice employees, and a chapter on technology in the justice system. The sections on communications, community policing, and alternative dispute resolution have also been expanded.

New key features include:

  • A chapter entitled "Special Challenges: Labor Relations, Discipline, and Liability"
  • Boxed articles from Law Enforcement News and courts- and corrections-related newsletter
  • Incorporation of sections on sexual harassment, police ethics and values, resource allocation, workload, deployment, shifts and scheduling, and truth in sentencing
  • Expansion of material on communications and alternative dispute resolution
  • Addition of new community policing case studies
  • Appendix I with a list of related Web sites
  • Appendix II containing analects of Confucius and Machiavelli and their application to justice administration

The author brings both a scholarly and a practical background to this effort. As a result, the chapters contain a "real world" flavor offering readers a unique perspective.

Good text, full topix coverage
By Jennifer
We covered this book 2 chapters a week over an 8 week term and it was very manageable. While the book is kind of a "meh" read as there are little diagrams and less pictures to break up the reading, it is still not an overwhelming amount of information in each chapter. While my course did not utilize any of the books activities so I can't rate those, the book gives enough information to lead you in the right direction for sources and explains things well enough that even if your professor doesn't supplement, it is good.

Text book is not well organized
By Steven N. Gosney
The chapters seem to cram subjects together in a random way.
Maybe this is so that the reader has to work to get the information out to make the reading more challenging -- don't know.
Luckily, I had a good professor, but I wish the author would either break up the chapters into smaller bits or reorganize.
It is, as with all texts, overpriced.
Besides that, it is clearly written.

reasonable and useful. Also
By J W Bfield
Bought/Rented for school. Required for my course, but after reading have found several benefits to using this text.

Would strongly encourage students to use this, and avoid the buy used, resell maybe, likely keep routine.

Renting or digital are more efficient, reasonable and useful.

Also, prevents being bagged with tons of college books which seem to out date quickly.

An Inconvenient Truth : The Planetary Emergency of Global Warming and What We Can Do about It, by Al Gore

The climate crisis may at times appear to be happening slowly, but in fact it is happening very quickly -- and has become a true planetary emergency. The Chinese expression for crisis consists of two characters. The first is a symbol for danger; the second is a symbol for opportunity. In order to face down the danger that is stalking the planet and move through it, listeners first have to recognize that they are facing a crisis. So why is it that public leaders seem not to hear such clarion warnings? Are they resisting the truth because they know that the moment they acknowledge it, they will face a moral imperative to act? Is it simply more convenient to ignore the warnings?

Perhaps, but inconvenient truths do not go away just because they are not seen. Indeed, when they are not responded to, their significance doesn't diminish; it grows.

I read this for Environmental Science
By Frank N Prim
Best Part: The best part of An Inconvenient truth is the ending. Al Gore brings up the point that earth is our only home, and we must take care of it. He encourages the fact that you can preserve the health of our planet so that it will remain beautiful for generations and centuries to come.

Most Interesting: One of the most interesting parts of this book is the side effects that technology has on the Earth. There are also some improvements that technology has made. One of them being that it has improved people’s lives in many ways. “A hundred and fifty years ago, before the invention of the electric lightbulb, the world at night was dark”. However technology hasn’t always been used wisely. The former Soviet Union diverted water from two mighty rivers in Central Asia in order to irrigate cotton fields.

Was It A Good Book: Yes, This book was an interesting book because it was filled with many interesting facts about global warming and the impact humans have made on the planet. Al Gore who was Bill Clintons vice president narrates the book and the movie. He talked about his personal experiences with the change in today’s society and how it affects the world around him and also about his travels and understanding of the changes being made to the atmosphere.

Everyone should read this whether they like Gore or not.
By Mikkita
This is a very thick paperback. I got a little disgusted knowing I needed to read this for Conservation class. But when I got into the book and discovered what was happening to the air around me it got me thinking. Everyone should read this book. It is informative even if you don't believe what Gore says. It's reading that makes you think and sometimes worry. After taking this class, I'm more concerned about the environment we live in and try to recycle everything I use today.

Buy the DVD and the BOOK
By Jack Kennedy Jr.
Al Gore is doing humanity a huge favor by forcing domestic policy focus on the political issue of global warming and climate change. The multiple book font type and illistrations are, in my opinion, distracting and unusual. Then on the other hand, the topic of climate change is unusual. The DVD video is, in my view, a much more powerful product. The message is essential to understand not only from the damage being imposed on the atmospheric global commons but the damage being imposed on the American economy as the European Union (EU) and 166 nation signatories begin to act upon the Kyoto Protocols -- the protocol actually advanced by the US Government from the onset of the Framework on Climate Change. The book and DVD are powerful introductions to the study of climate change by the non-scientist. The real SCARE comes after digging into the real science of climate change. The so-called 'junk science' is produced by those seeking to mask the need for change. I would recommend several books on the European Emissions Trading Scheme and how the carbon trade is operating in Europe as a means to understanding the future of climate policy after the Al Gore book and DVD introductions to the issue. The carbon market exchange will be a multi-billion dollar industry in the United States post-2010. This book can serve to understand why the carbon market will be of such significance in the future.

This third edition provides operations management students, academics and professionals with a fully up-to-date, practical and comprehensive sourcebook in the science of distribution and Supply Chain Management (SCM). Its objective is not only to discover the roots and detail the techniques of supply and delivery channel networks, but also to explore the impact of the merger of SCM concepts and information technologies on all aspects of internal business and supply channel management. This textbook provides a thorough and sometimes analytical view of the topic, while remaining approachable from the standpoint of the reader. Although the text is broad enough to encompass all the management activities found in today's logistics and distribution channel organizations, it is detailed enough to provide the reader with a thorough understanding of essential strategic and tactical planning and control processes, as well as problem-solving techniques that can be applied to everyday operations.

Distribution Planning and Control: Managing in the Era of Supply Chain Management, 3rd Ed. is comprised of fifteen chapters, divided into five units. Unit 1 of the text, The SCM and Distribution Management Environment, sets the background necessary to understand today’s supply chain environment. Unit 2, SCM Strategies, Channel Structures, and Demand Management, reviews the activities involved in performing strategic planning, designing channel networks, forecasting, and managing channel demand. Unit 3, Inventory Management in the Supply Chain Environment, provides an in-depth review of managing supply chain inventories, statistical inventory management, and inventory management in a multiechelon channel environment. Unit 4, Supply Chain Execution, traces the translation of the strategic supply chain plans into detailed customer and supplier management, warehousing, and transportation operations activities. Finally Unit 5, International Distribution and Supply Chain Technologies, concludes the text by exploring the role of two integral elements of SCM: international distribution management and the deployment of information technologies in the supply chain environment. Each chapter includes summary questions and problems to challenge readers to their knowledge of concepts and topics covered. Additionally supplementary materials for instructors are also available as tools for learning reinforcement.

Living, Dreaming, Dying: Wisdom for Everyday Life from the Tibetan Book of the Dead, by Rob Nairn

The Tibetan Book of the Dead is one of the best-known Tibetan Buddhist texts. It is also one of the most difficult texts for Westerners to understand. In Living, Dreaming, Dying, Rob Nairn presents the first interpretation of this classic text using a modern Western perspective, avoiding arcane religious terminology, keeping his explanations grounded in everyday language. Nairn explores the concepts used in this highly revered work and brings out their meaning and significance for our daily life. He shows readers how the Tibetan Book of the Dead can help us understand life and self as well as the dying process.

Living, Dreaming, Dying helps readers to "live deliberately"—and confront death deliberately. One thing that prevents us from doing that, according to Nairn, is our tendency to react fearfully whenever change occurs. But if we confront our fear of change and the unknown, we can learn to flow gracefully with the unfolding circumstances of life rather than be at their mercy.

Of course, change occurs throughout our life, but a period of transition also occurs as we pass from the waking state into sleep, and likewise as we pass into death. Therefore the author's teachings apply equally to living as well as to dreaming and dying.

Through meditation instructions and practical exercises, the author explains how to:

• Explore the mind through the cultivation of deep meditation states and expanded consciousness
• Develop awareness of negative tendencies
• Use deep sleep states and lucid dreaming to increase self-understanding as well as to "train" oneself in how to die so that one is prepared for when the time comes
• Confront and liberate oneself from fear of death and the unknown

From Publishers Weekly
"Death is our greatest opportunity" for enlightenment, claims Nairn, a student of Jungian psychology and international teacher of Buddhism. Drawing parallels between the "unseen psychological forces" operating in the human mind and the teachings in the Tibetan Book of the Dead, Nairn outlines six distinct consciousness-states, called bardos, that humans encounter—three in life and three in death. By appropriately training one's mind in the life bardos—gaining skill in lucid dreaming and mindfulness, for example—one can "die skillfully" and (after dying) recognize and exploit the unique opportunities the death bardos offer for enlightenment. Having laid this foundation, Nairn then addresses such topics as overcoming fear and habitual tendencies, cultivating compassion, helping the dying and assisting the dead—by, for example, reading to the corpse to encourage the person (now in the death bardos) to "merge with the bright light." Nairn often blends disciplines, as when he sets traditional Buddhist teachings on attachment within the psychological concept of projection. At times Nairn's discussions, particularly his descriptions of the death bardos, are vivid and engaging, but at other times he writes in terms so broad that his meaning is obscured rather than elucidated. Dedicated students, however, may find that Nairn's unique psychology-oriented approach provides a "workable angle" into the esoteric teachings of the Tibetan Book of the Dead.

Review
"The Tibetan Book of the Dead is a guide to liberating the mind from illusion in the bardo of death. In order to accomplish this, it is necessary to train the mind in this life by developing kindness, compassion, and wisdom. Rob Nairn is offering a modern psychological perspective with the hope that it will be easier for people to understand and apply these ancient teachings to their lives."—His Holiness the Seventeenth Karmapa

"This book will benefit many beings."—His Eminence the Twelfth Tai Situpa

"Rob Nairn integrates the insights of Jungian psychology with the teachings of Tibetan Buddhism to explain the relationships between day-to-day life, our experience of dreaming, and the opportunity for enlightenment that arises when we die. This excellent book speaks directly to the reader in a style free from jargon, and shows with great clarity how we can begin right now to prepare for a skillful death."—Francesca Fremantle, author of Luminous Emptiness: Understanding the Tibetan Book of the Dead and co-translator, with Chgyam Trungpa, of The Tibetan Book of the Dead

"Beautifully written, Living, Dreaming, Dying is at once a profound description of and an accessible guide to the most fundamental aspects of ourselves—the great mysteries of birth, death, and what lies between. Highly recommended."—Joseph Goldstein, author of One Dharma: The Emerging Western Buddhism

About the Author
Rob Nairn's training in psychology and Buddhist practice brings him a unique ability to explain ancient Eastern concepts in modern, accessible terms. The author of What Is Meditation? and Diamond Mind, he is sought after internationally as a lecturer on Buddhist philosophy and meditation.

This is a profound book. it is truly a "must read"
By MJ Stewart
Mr Nairn is a wonderful teacher. This book provides a very clear road map to guide one through the thinking of Buddhists in reference to our life, our dreams and what awaits us in death. I appreciated the very grounded explanations of the Tibetan Book of the Dead and the exercises to help one with the work of recognizing our own emotional blockages.

Inspirational!
By Terry
This book inspired my practice of Tibetan Buddhism. Mr. Nairn makes personal issues universal, and points out remedies for our suffering. He makes his reader want to try these techniques for the reader's own benefit while making it clear how we all benefit from them. This is a truly excellent introduction to Vajrayana Buddhism. Buy two, because you'll want to give one to a friend. I did!

Good book but there are so many possibilities now in the area of Buddhist death awareness studies.
I suggest looking into the books written by Tibetan Masters which, however, are not automatically good
just because of who wrote them. Ideally, reading should inspire Practice...

The Slave Ship: A Human History, by Marcus Rediker

In this widely praised history of an infamous institution, award-winning scholar Marcus Rediker shines a light into the darkest corners of the British and American slave ships of the eighteenth century. Drawing on thirty years of research in maritime archives, court records, diaries, and firsthand accounts, The Slave Ship is riveting and sobering in its revelations, reconstructing in chilling detail a world nearly lost to history: the "floating dungeons" at the forefront of the birth of African American culture.

From Publishers Weekly
Starred Review. In this groundbreaking work, historian and scholar Rediker considers the relationships between the slave ship captain and his crew, between the sailors and the slaves, and among the captives themselves as they endured the violent, terror-filled and often deadly journey between the coasts of Africa and America. While he makes fresh use of those who left their mark in written records (Olaudah Equiano, James Field Stanfield, John Newton), Rediker is remarkably attentive to the experiences of the enslaved women, from whom we have no written accounts, and of the common seaman, who he says was a victim of the slave trade... and a victimizer. Regarding these vessels as a strange and potent combination of war machine, mobile prison, and factory, Rediker expands the scholarship on how the ships not only delivered millions of people to slavery, [but] prepared them for it. He engages readers in maritime detail (how ships were made, how crews were fed) and renders the archival (letters, logs and legal hearings) accessible. Painful as this powerful book often is, Rediker does not lose sight of the humanity of even the most egregious participants, from African traders to English merchants. (Oct. 8)

From Bookmarks Magazine
Marcus Rediker is professor of maritime history at the University of Pittsburgh and the author of Between the Devil and the Deep Blue Sea (1987), The Many-Headed Hydra (2000), and Villains of All Nations (2005), books that explore seafaring, piracy, and the origins of globalization. In The Slave Ship, Rediker combines exhaustive research with an astute and highly readable synthesis of the material, balancing documentary snapshots with an ear for gripping narrative. Critics compare the impact of Rediker’s history, unique for its ship-deck perspective, to similarly compelling fictional accounts of slavery in Toni Morrison’s Beloved and Charles Johnson’s Middle Passage. Even scholars who have written on the subject defer to Rediker’s vast knowledge of the subject. Bottom line: The Slave Ship is sure to become a classic of its subject.

Horrific Account of a Horrific Business
By Bruce Trinque
Marcus Rediker subtitles "The Slave Ship" as "A Human History", and that is an accurate description of its focus and method -- and its strengths and most evident weakness. The book has as its primary focus British and American slave ships of the 18th century (when the transAtlantic slave trade was at its height and before it was outlawed), and how it shaped and warped those who sailed, voluntarily or involuntarily, aboard those vessels. Redicker constructs his history by drawing upon first-hand accounts, mostly written by seamen and ships' captains, but also some from merchants and even a few slaves. He presents the horrific details of the psychological, social, and cultural impact of such a horrific business. It is said that power corrupts, and absolute power corrupts absolutely. Then, slave ships certainly proved -- especially perhaps to their captains -- an enormously corrupting activity. Even those who considered themselves as humane and compassionate people were inevitably stained and warped by the experience. But for all of Rediker's obvious (and sometimes perhaps too obvious) horror at what happened, I think the book could have been even stronger and better if the author had provided more numbers and statistics to help quantify the enormity of the events; he makes passing references to studies of the numbers of Africans enslaved and the number who died in the process, but nowhere are these figures clearly presented for an overall portrait.

The book makes for unsettling reading, with murder, rape, and casual brutality leaping off nearly every page (and, as Redicker demonstrates, the brutality was not confined to use against the slaves alone, but also the crews). One aspect that I had never encountered before was that not infrequently slaves being transported from Africa across the Atlantic were pressed into service to supplement the crew in sailing the ship and even fighting off enemy privateers and often (this reminded me of tales from Holocaust death camps) they acted as "trustees" to keep other slaves in line.

Fans of the recent movie "Amazing Grace" will be interested to see that several historical characters from that film make appearances in the pages of this book, including Captain John Newton, Thomas Clarkson, and Olaudah Equiano.

Academically stunning in depth study of slavery and shipping
By Starbright
Academically stunning, and finally an in depth study of the entire merchant system and the ships that made it possible. Multiple viewpoints of the same events, such as the collection of Africans from the coasts of Africa, yields a layered view of how those events unfolded for the different participants. Occasionally repetitive, since quoting the same testimony for different points of view. Since this book is primarily about the ships, and their pivotal mechanism and technology as it was applied to the merchant trade and growth of capitalism not only in the Americas, but also throughout the rest of the Western world, it is appropriate that much of the book's discussion and evidence given, supports the use of the ships in their evil service rather than how the slaves, mates and sailors felt about what was happening around and to them.

My main disappointment (and understandable since the testimony of sailors employed on the ships engaged in the slave trade was more acceptable to Parliment than that of the transported slaves) was that there were precious few quotes from the Africans themselves who experienced the horror of the Middle Passage. Their experiences were reported tangentially through others, such as ship's surgeons, mates and sailors; but rarely in their own words. Regardless of my personal disappointments, the research presented and the the depth of the discussion have left a sobering impression, with little doubt as to the disregard, callousness and abject evil of the merchants, governments, traders and the entire plantation system that led to the inhuman transport of more than 12 million souls, against their will, to service the purposes and greed of an entire merchant system without the slightest interest in those humans welfare, only insofar as it serviced their own interests.

A History EVERYONE in America Should Know
By Thanks
If this history were taught in schools and know by blacks and whites alike, it serve well to anger us into unity against the black and white perpetrators that brought the scourge of slavery and racism to the Americas. Instead, our collective ignorance of this history still divides us with hate and vengeance. There is no justification or excuse for the Atlantic Slave Trade, neither is there justification or excuse for us to remain ignorant of the real history. Understanding that history is essential for understanding the development of racism in America, and dissolving it. We are one blood.
